    In 2025, Victorians still have access to a number of valuable solar rebates and incentives, even though some programs have recently closed. The Victorian Government’s Solar Homes Program continues to offer strong support for households and landlords, while federal incentives also help reduce the cost of solar installations.

    For homeowners, there is a solar panel rebate of up to $1,400, which typically covers around half the price of a rooftop solar system. This rebate is released in monthly rounds, usually at midday on the second Wednesday of each month, and demand is high so allocations often run out quickly. To be eligible, you must own and live in the property, or be building it, and the property must be valued at under $3 million.

    Solar Incentives and Rebates in Victoria for Homeowners

    The combined household income of all owners must be less than $210,000 per year, and the home must not have previously received a solar PV or battery rebate unless the existing system is more than ten years old. The solar system must also be purchased through an authorised retailer using approved products. Once approved, homeowners receive a QR code which the installer must scan before beginning work, and the installation must be completed within 120 days, or 270 days for new builds. Importantly, systems installed before rebate approval are not eligible.

    Landlords in Victoria can also claim up to $1,400 per rental property, with a maximum of two properties per financial year. Unlike the homeowner rebate, this program is open year-round while funding lasts. To qualify, the rental property must be valued at under $3 million, the tenants’ combined household income must be under $210,000, and the property must not have previously received a solar rebate.

    Before applying, landlords and tenants must sign a Rental Provider–Renter Agreement. Tenants will also need to provide proof of income, and installations must be carried out by authorised retailers using approved products. Once the application is approved, the rebate is applied directly to the invoice, and the installation must be completed within 120 days.

    In addition to these rebates, both homeowners and landlords can apply for an interest-free loan of up to $1,400, which is designed to match the rebate and double the upfront support. This loan is repaid over four years in equal monthly instalments of about $29 if the full amount is borrowed. No collateral is required, repayments begin 30 days after installation approval, and the funds are paid directly to the installer rather than to the applicant. For rental properties, tenants may agree to contribute up to 50% of the loan repayment, although landlords cannot increase rent to recover costs.

    There is also a solar hot water rebate, which provides up to $1,000 off the cost of replacing an old gas or electric system with a solar hot water or heat pump system. Like the PV rebate, this is applied as a point-of-sale discount by the installer.

    Two major programs ended in 2025. The Solar Battery Loan program, which closed in May 2025, had offered up to $8,800 in interest-free loans to help households install batteries. It exceeded its targets, supporting more than 3,800 battery installations in the 2024–25 financial year. The Solar for Apartments Grant also closed in February 2025. It provided grants of up to $2,800 per apartment, capped at $140,000 per building, to support solar installations in apartment complexes. At this stage, no further rounds are planned.

    In summary, while some programs have ended, homeowners and landlords in Victoria can still access generous rebates and interest-free loans to make solar power more affordable in 2025. With strong demand and limited monthly allocations, it is important to be prepared and apply quickly once new rounds open.
